JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK

Enforces the Property Maintenance Codes and other City ordinances, oversees the City’s memorandum of agreement with the County for rental housing inspections and the City’s inspections for non-rental housing, administers the rental housing licensing program and maintains a positive public awareness and image for the division.

ESSENTIAL JOB FUNCTIONS

Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.

Oversees the enforcement of City Codes as they apply to the maintenance of residential, commercial, public and institutional properties including intake of complaints, initial and follow up inspections, data input/documentation, communication with the complainants and owners, and coordination with other City, County and/or State departments.

Oversees rental housing inspection activities in accordance with City/County MOU and City policies and procedures.

Coordinates complaints received with County, maintaining open communication with County on property and owner issues on City rental properties, identifying issues and coordinating with City Landlord Tenant Staff, and meeting with County

Housing manager and/or representatives as needed.

Enforces the City’s rental housing licensing ordinance including the review of license applications, verification of code compliance, ownership and rental status of units, issuing violation notices and citations for non compliance.

Issues and serves municipal infraction citations, coordinates with the City Attorney for accurate documentation and testimony for legal action and prepares for and testifies in court.

Oversees the Landlord Certification program including actively marketing the program to landlords/agents, attendance intake and confirmation, processing and recording of certification, updating and preparing seminar information, and participating in seminars.

Maintains and updates rental housing database and service requests.

Monitors the effectiveness of code enforcement inspections and licensing procedures and practices and provides data to management as needed.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience

Bachelor's degree from an accredited four-year college or university in Public Administration, Business Management, Construction Management, or a related field; and,

Four years of progressively responsible related experience with at least two year of supervisory experience; or,

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications

Valid State Driver's License.

ICC Property Maintenance and Housing Inspector Certification.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Principles and practices of building construction and rehabilitation, including plumbing, electrical, and HVAC systems.

Principles and practices of mediation.

Administrative principles and practices, including goal setting and implementation.

Applicable state, federal and local ordinances, laws, rules and regulations.

All computer applications and hardware related to performance of the essential functions of the job.
