JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK
Assists the Police Chief and other staff in promulgating and adhering to department guidelines in order to manage overall department services ensuring quality, community oriented outcomes. Ensures adequate resources are sought to support the Department’s mission including management of budget and grant programs, and ensuring human resource needs are met.
Handles customer questions and complaints, communicates with customers, handles service problems politely and efficiently, always available for customers, follows procedure to solve customer problems, understands all City services, maintains pleasant and professional image. Anticipates, monitors and meets the needs of internal and external customers and responds to them in an appropriate manner. Continually seeks to provide the highest quality service to all customers. Listens carefully when dealing with the public and communicates concern through tone of voice and by taking action to solve their problems in a timely manner. Follows up in a timely fashion on requests for service filed through ACTion. Complies with the City’s Customer Service Policy, including 24-hour response time for telephone calls and e-mails. Explains departmental and City issues to the public in a manner that demonstrates interest and concern for their problems. ESSENTIAL JOB FUNCTIONS
Manage details of the budget preparation process, input budget figures into Pentamation software, and make revenue and expenditure projections for budget planning.
Apply for grants, prepare and submit progress reports on grant awards, delegate and coordinate grant project details, process other grant related forms and records, request grant funds disbursement, research grant opportunities.
Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Review and approve purchasing requisitions, process invoices, follow up on payment problems to various vendors, identify potential vendors and arrange quotes and proposals.
Review internal investigative reports for completeness and accuracy, produce documents for disciplinary actions, and make recommendations for disciplinary action.
Perform duties as acting Chief of Police in the absence of the Chief, represent the Chief of Police at meetings of City Committees, County functions and regional meetings as needed.
Manages training database and submits yearly reports to the Maryland Police Training Commission. Makes recommendations to Training Officer for training programs to be implemented.
Provide clarification, direction, correction and support to subordinates in the application and interpretation of their duties.
IMPORTANT JOB FUNCTIONS
Prepare council agenda items relating to procurements requiring council authorization, and other items as requested.
Assist in presenting requests to council.
Perform duties relating to the City’s representation in the County Emergency Management Group, serves on the
Emergency Preparedness Committee of the City.
Assist in maintaining personnel records of the agency, in conjunction with the Chief’s Executive Assistant including personnel files, worker’s compensation claim files, background investigation files, medical screening files, polygraph files, and internal affairs archives.
Receive various requests for information and provide the appropriate answers.
Directs, researches, modifies and assists with rewriting policy and procedures.
Assists with negotiation processes for County tax rebate formulas, and for union labor negotiations.
Assists with gathering data and records for use in defending lawsuits, addressing grievance issues, and filing insurance claims.
Shares with other Commanders in a rotational responsibility as the on call senior manager within the department, for routine and emergency situations.
Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED
Education and Experience
Bachelor's degree from an accredited four-year college or university in Criminal Justice, Public Administration, or a related field; and,
Six or more years of progressively responsible experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications
Valid State Driver's License.
NIMS/ICS Training 100, 200, 300, 700, and 800 levels
FBI National Academy or other advanced certification desirable
