Office of the Chief
The Office of the Chief includes the Chief of Police, the department’s Public Information Officer/Executive Assistant, the Emergency Preparedness Manager, Policy and Planning Research Manager and the Chief’s Advisory Board.
The Operations Division is commanded by Captain Tyrone Collington. The division includes patrol, traffic and community oriented policing functions. The four patrol teams provide 24/ 7 patrol coverage to the residents of the City. They patrol in marked vehicles, on foot and on bicycles. The department has three canine teams that are part of the patrol teams that handle calls for service, in addition to their canine duties. All members of the teams participate in community oriented policing projects (COPs). COP projects are coordinated by Sgt. Paula Gaskin. Automated speed enforcement operates within the division with an administrative/ traffic sergeant, traffic officer and civilian specialist. The Emergency Response Team (ERT) is made up of specially trained and equipped officers to conduct high risk warrants, arrests and searches.
Support Services Division
The Support Services Division is commanded by Captain Dan Frishkorn. The commander also serves as the Professional Compliance Manager. This division includes the Criminal Investigations Division (CID). CID is comprised of one sergeant and three detectives who are assigned to each of the City’s patrol sectors. They are responsible for follow up investigations of crimes and missing person cases within the City. The full time Victim/Witness Coordinator assists crime victims and witnesses, as well as coordinates court appearances. The full time Crime Analyst proactively evaluates and analyzes crime data, supporting both patrol and investigative functions, as well as providing crime data for the Uniform Crime Reports. The division also includes Takoma Park officers who are assigned to various multi-jurisdictional task forces, including narcotics and gang units. The Special Assignment Team (SAT) supports patrol and investigative functions through plainclothes enforcement and surveillance.
Administrative Services Division
The Administrative Services Division is commanded by Captain Richard Bowers. Additionally, Captain Bowers is the commander of ERT. This division is responsible for 24/7 dispatch with a Senior Communications Dispatcher/Warrant Control, dispatch staff, and desk operations functions. Additionally, the division handles budget preparation and accounting, payroll, parking permits, data management, information technology, logistical support, property and evidence control, training, recruitment and hiring as well as fleet and equipment procurement and maintenance.
