Tenant filed a Defective Tenancy complaint on 7/25/07against the Landlord.
Following the 4/22/08 consolidated hearing at which time this complaint was heard together with a second complaint (08-3T) involving an Illegal Utility Transfer by the Landlord, COLTA issued its Opinion and Order on 5/21/08. The Order held the Landlord liable for causing several defective tenancies and held that the Landlord had additionally breached the Tenant’s lease by improperly transferring responsibility for utility payments to her.
