About Downcounty Consortium Elementary School Site Selection Advisory Committee (SSAC)
Montgomery County Public Schools convened a committee to review and recommend sites for a new elementary school in the Downcounty Consortium area to alleviate overcrowding in the schools. The Committee recommended Forest Grove Elementary School, 9805 Dameron Drive, Silver Spring, as the first choice for a new elementary school, and MacDonald Knolls Elementary School, 100611 Tenbrook Drive, Silver Spring, as the second choice.
On March 9, 2018, the City Manager sent a letter to Dr. Jack Smith, Superintendent of Montgomery County Public Schools, with Council Resolution 2018-15: Resolution Requesting that the Montgomery County Public Schools Consider a New School Site in the Takoma Park Area.
The Superintendent of Schools released his recommendation to the Board of Education for the meeting on February 26, 2018:
It is my recommendation at this time; however, to continue with the addition projects included in the adopted CIP and continue to monitor the student enrollment at the elementary school level in the DCC for consideration of a new elementary school in the future. Staff also will continue to evaluate the feasibility and community impact of the sites recommended by the SSAC to have the benefit of additional information and community feedback for future consideration.
Of the five elementary school addition projects, Montgomery Knolls and Pine Crest elementary schools have a Fiscal Year (FY) 2019 request for construction funds and the remaining three—Piney Branch, East Silver Spring, and Woodlin elementary schools—have a FY 2019 request for planning funds. I recommend that these funds remain in the Board of Education’s requested CIP. The funding schedules will allow MCPS to address the most immediate capacity need in the DCC at Forest Knolls Elementary School without any delay. The requested planning funds will allow MCPS to begin the design for the three remaining addition projects, while continuing to evaluate student enrollment projections into the fall.

MCPS will receive public comments in response to the Downcounty Consortium SSAC Recommendation report until the Board of Education hearing scheduled for March 22, 2018. Comments should be directed to:

The report will be sent to the Montgomery Planning Board for the mandatory referral process. The Superintendent’s recommendation to the Board of Education in February 2018 is part of the FY 2018 Capital Budget and Amendments to the FY 2017–2022 Capital Improvements Program process. Board of Education adoption of a new site should occur no later than the end of March 2018.
