The City of Takoma Park is seeking a self-motivated Budget Specialist to perform specialized duties related to the preparation, management and ensuring the accuracy of budget reports, budget and financial information as well as the City’s annual budget.This full-time position, which reports to the Finance Director, is an integral part of a 5-person Finance Team, working closely with each of its members. The starting rate for the position is commensurate upon experience. We offer a highly competitive benefits package to include 100% paid medical, dental and vision premiums for employee only coverage and 80% paid premiums for dependents. This position is subject to membership within the AFSCME union.

Typical Duties:
Assists with the preparation of the City’s annual budget package, including the Capital Improvement Plan, financial data analysis, and narrative reports. Reviews and edits the budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.

  • Responsible for the timely validation and collection of all bank account reconciliations from the Finance team members.
  • Performs daily review of bank accounts transactions; funds transactions; prepares journal entries and adjusting entries; maintains journal entries and maintains the continuity of assigned journal entry numbers.
  • Prepares quarterly financial reports and provides revenue and expenditure variance analyses for review by the Finance Director.
  • Assists the Finance Director with the preparation of the Comprehensive Annual Financial Report (CAFR) and other schedules.
  • Prepares and reconcile Equipment Replacement Reserve (ERR) at the year end and during budget preparation.
  • Assists the Finance Director with the year-end closing process in a timely manner. This includes but may not be limited to account payable accruals, payroll accruals and all asset and liability account reconciliations.
  • Assists the Finance Director with the tracking of revenues receivable and expenditures output.
  • Reviews daily cash receipt reports and performs the verification of recorded cash receipts to validated bank deposit tickets.
  • Assists with the review of recorded transactions for accuracy and budgetary compliance.
  • Develops and prepares budget documents; prepares tables and graphs; computes percentage; formats report; ensures the amounts in the budget document agree with the automated budget worksheets.
  • Performs related duties as assigned by the Finance Director.

Minimum Qualifications:
Bachelor’s degree from an accredited college or university in Accounting, Finance, or a related field, and

  • Two to three years of progressively responsible experience, or
  • Any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Recreation Leader II – Childcare Director

The City of Takoma Park Recreation Department is looking for an experienced Childcare Director to work for the Recreation Department. The selected candidate will be responsible for planning, leading and conducting recreation activities for the department’s Morning Addition & Afternoon Addition programs at the Takoma Park Community Center (7500 Maple Ave.) and the After the Bell program at the Takoma Park Recreation Center (7315 New Hampshire Ave.). Incumbents will be responsible for creating and implementing the daily schedule for participants and the day-to-day leadership of all program staff. The typical work hours will be from Monday through Friday from 3:00 p.m. to 6:30 p.m. Occasional weekday mornings (6:45 a.m. to 9:15 a.m.) will be expected of the Morning and Afternoon Addition candidate. The dates for the program will take place over the 2019-2020 Montgomery County Public School Year. We are targeting September 3rd as the start date for employment with a pay rate of $15.00-16.00 per hour. This position is for part-time seasonal employment only. Typical Duties:
• Provides customer service, direct leadership, and general supervision of one of the two childcare programs.
• Interacts directly with parents, school staff and Recreation Department staff as required.
• Maintains accurate records of attendance, sign-in/out sheets, participant information forms, permission slips, incident reports, program evaluations and equipment/supplies inventory.
• Positively enforces discipline problems and abides by Recreation Department Discipline policy.

The City of Takoma Park is looking for a Landlord & Tenant Mediator to assist the Housing Division within the Housing & Community Development Department. The incumbent would investigate, mediate and resolve landlord-tenant issues. Additionally, this position would provide services to residents and contribute to resolution of problems and the development of positive solutions. Salary is commensurate upon experience. This position is subject to membership within the AFSCME union. General duties include, but are not limited to:

  • Conduct housing intake which includes the investigation, mediation and resolution of matter involving tenants and landlord consistent with applicable laws.

Victim/Witness Coordinator

The incumbent is responsible for coordination of the department’s services and programs for victims and witnesses. The incumbent would provide timely support, advocacy, accompaniment, information and referral to crime victims and witnesses so that they understand the criminal justice system and are aware of services. Successful performance contributes to the efficient and effective delivery of services to the victim of crimes and helps with investigation and prosecution. Typical Duties:

  • Contacts victims via telephone, correspondence and in person to provide crisis intervention, ascertain immediate needs, provide support, advise victims of their rights, relay information on police procedures, coordinate referrals, and provide information.

Recreation Program Leader II – Teens

The City of Takoma Park Recreation Department is seeking an enthusiastic Recreation Program Leader II to work with youth/teens ages 11-18. The typical work hours vary Monday through Friday between 2:30 p.m. – 7:00 p.m. during the school year with occasional early release dates. Summer hours vary. Occasional Saturday and/or Sunday hours may be required. The hiring range for this position begins at $14.25 and is commensurate upon experience. This position is not subject to membership in the AFSCME union. The position is open until filled with first review of resumes being April 30, 2019.

Typical Duties:

  • Works under the guidance and direction of the Recreation Supervisor for Teen Programs.
  • Researches and develops programs for youth/teens in line with
  • Recreation Department’s Teen Program mission and vision.
  • Communicates with youth/teens to determine their needs and interests.
  • Encourages local youth/teens to participate in programs.
  • Develops daily/weekly/monthly lesson plans, organizing space and supplies.
  • Leads activities that positively impact youth/teens in Takoma Park.
  • Manages youth/teen behavior through positive reinforcement, redirection, and progressive discipline as per Community Center’s Code of Conduct.
  • Maintains monthly attendance log for each activity and record other program data such as residency, participation in activities, field trips, special events, etc.
  • Manages Incident Reports, Daily Close Out Procedure and Equipment Logs.
  • Participates in monthly staff meetings, contribute ideas and provide information regarding assigned program responsibilities.
  • Assists in coordinating with Recreation Center staff to increase
  • Teen Night participation and transport teens to Recreation Center.
  • Purchases needed supplies for Teen Lounge services that are not able to be purchased in advance.
  • Maintains a professional demeanor in all dealings with youth, fellow staff members, parents, visitors, etc.
  • Set up /Clean-up of activities.
  • All other duties as assigned

Knowledge, Skills and Abilities:

  • Two to three years of progressively responsible experience or any combination of education, and training which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Applicant must possess or have the ability to possess Standard CPR/First Aid certifications.
  • Must have excellent interpersonal communication and writing skills.
  • Must be service oriented and have the ability to organize, multi-task and meet deadlines.
  • Must have ability to guide, direct and supervise youth/teens.
  • Ability to create effective working and mentoring relationships with diverse participants, staff members, and parents.
  • Able to provide mature leadership, have fun, be flexible and share enthusiasm.

Minimum Qualifications:

  • Must be at least 21 years of age.
  • Must have valid Driver’s License.

Sr. Accounting Assistant

The City of Takoma Park is seeking a Sr. Accounting Assistant to provide support to its busy Finance Department to include the areas of accounts receivable, accounts payable support and payroll support. This is a part-time position with work hours generally between 1:00 p.m. and 5:00 p.m. This position is subject to membership of the AFSCME union. The starting rate for this opportunity is approximately $22.09 per hour and is commensurate upon experience.

Typical Duties:

  • Processes accounts receivable, accounts payable and payroll as assigned
  • Assists with processing of the annual storm water management, rental license, and refuse billing; applies penalties and interest as applicable
  • Operates online software to extract billing data and create updated files
  • Maintains cash drawers and petty cash for the department
  • Reconciles assigned bank accounts
  • Processes checks returned for insufficient funds
  • Researches and resolves errors and inaccuracies
  • Provides customer services; answers questions and resolves problems
  • Prepares delinquent lists for outstanding balances
  • Reviews and researches customer accounts; updates new account information
  • Creates and/or processes invoices and prepares related reports
  • Runs checks; compiles checks for review and signature
  • Prepares bank deposits
  • Processes payments in person and by telephone
  • Processes real property tax file (both residential and commercial) to be sent to Montgomery County for billing process
  • Performs other related duties as assigned

Minimum Qualifications:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in an Accounting or another relevant field.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the state in which the employee resides for the type of vehicle or equipment operated.
  • Ability to be bonded.
  • Candidates may be required to lift between 10 – 15 pounds frequently.

Highly Competitive Candidates will possess the following:

  • Previous experience in accounts receivable, accounts payable and/or payroll
    Excellent ability to clearly communicate and provide answers to complex issues
    Knowledge of government accounting

Police Officer – Lateral (Spring 2019)

Under general supervision, patrols City streets; enforces local, state and federal laws; maintains law and order and protects life, property and deters crime. Candidate MUST hold a Maryland Police Certification.

Typical Duties:

  • Patrol assigned area to include all public and private businesses and residences, parking areas, and streets.
  • Direct vehicular traffic; enforce traffic laws; direct pedestrian traffic.
  • Enforce all applicable City, local, state and federal laws.
  • Investigate crimes; secure and protect the scene of a crime and the immediate area surrounding the crime scene so that no evidence is disturbed.
  • Make arrests of persons observed or suspected of committing crimes.

Minimum Qualifications:

  • High School diploma or GED; and,
  • No prior experience or training is required; or,
  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Hold a Maryland Police Certification

Licenses and Certifications:

  • State Certified Police Officer.
  • Valid State Driver’s License.
  • Firearms Qualification.
