Command Staff - Deputy Chief Andrew Powell
Deputy Chief Andrew Powell was sworn in as Deputy Chief of Police for the City of Takoma Park on March 6, 2019. He previously worked for the Riverdale Park Police Department, where he retired as a Commander. He holds a Bachelor’s degree in Management from The Johns Hopkins University with Honors and a Master of Science degree in Organizational Leadership from The Johns Hopkins University with Honors.
Deputy Chief Powell has successfully completed several prestigious executive command schools to include: the FBI National Academy, FBI LEEDA’s Executive Leadership Institute, FBI LEEDA’s Law Enforcement Executive Development School, Harvard University’s John F. Kennedy School of Government – Executive Education Course, Police Executive Research Forum’s Senior Management Institute for Police, Penn State University’s Justice and Safety Institute – POLEX, and Northwestern University’s School of Police Staff and Command.
Deputy Chief is a member of several professional organizations to include: the FBI National Academy Association, International Association of Chiefs of Police, Police Executive Research Forum, Police Chiefs Association of Prince George’s County, National Internal Affairs Investigators Association, Maryland Chiefs of Police Association, Internal Affairs Leadership Group of Maryland, FBI Law Enforcement Executive Development Association, Harvard Kennedy School Alumni Association, and The Johns Hopkins University Alumni Association.
Deputy Chief Powell has received numerous awards and commendations throughout his career to include: the Maryland Chiefs of Police Association’s – Exceptional Police Performance Award, Police Chiefs Association of Prince George’s County’s – Investigator of the Year Award, Riverdale Park Police Department’s – Investigator of the Year Award, two-time winner of the Officer of the Year Award, Life Saving Award during an Attempted Murder Plot, Command Recognition Award for Action Under Fire, and the Chief’s Award for Courageous Action during a Robbery Suppression Detail.
Deputy Chief Powell is also an instructor in multiple aspects of law enforcement for the Maryland Police Training Commission, specializing in Conducted Electrical Weapons (Tasers), Firearms, and Disciplinary matters. He is recognized as a Traffic Safety Specialist by Maryland’s Highway Safety Office and is considered a statewide expert in the Law Enforcement Officer’s Bill of Rights.
