Command Staff - Captain Richard Cipperly

Captain Richard Cipperly

Captain Richard Cipperly was hired in March of 1987 as a Police Dispatcher. He served as a dispatcher for a period of two years, at which time he became a sworn Police Officer with DC Metropolitan Police for a period of one year. After serving one year as a DC Metropolitan Police Officer, he returned to Takoma Park Police Department as a sworn police officer and has served for 31 years. While working with Takoma Park, Captain Cipperly has worked his way up the ranks and has worked in a variety of units.  He has worked in the Criminal Investigations Division as an investigator and supervisor, and served as supervisor on the Special Assignment Team (SAT) and Patrol Division. During his time with Takoma Park, he had received numerous awards, including a Meritorious Award, Honorable Service Award and Officer of the Year.  Captain Cipperly currently serves as the Commander of Support Services, which encompasses Investigations and Administrative Services.

Captain Cipperly is a member of the International Association of Chiefs of Police (IACP), the Maryland Chiefs of Police Association (MCPA), Maryland Municipal League (MML), and Law Enforcement Executive Development (LEEDS).

Captain Cipperly is a graduate from Montgomery Blair High School and has attended Executive Administrative Training, Law Enforcement Bill of Rights and Disciplinary Hearing Boards, Conducting Internal Investigations, Officer Involved Shootings, Managing the Patrol Division, Supervisory Investigations (Southern Maryland Justice Academy), Police Pursuits for Managers, Greater Chesapeake Law Enforcement Executive Development School, Incident Management/Unified Command, Managing Conflict at Work, and Practical Management for Police.
