Tenant Opportunity to Purchase Program
The City is providing assistance to tenant associations who are interested in purchasing their building.
Beginning the Process
To start the process you will need a letter or communication from the owner of the building that they are willing to sell the building. The Housing Division can assist you in reaching out to your building owner.

- Call the Housing Division at (301) 891-7119.
If you are an existing Tenant Association
- You can get financial aid to receive technical assistance from an experienced firm to evaluate your ability to purchase the building, identify needed repairs, and put together an offer.
- You would also be eligible assistance in the purchase of the building and in making needed repairs to extend the life of the building.
Don’t have a pre-exisiting Tenant Association?
If you do not have a tenant association, you can easily form one! Find out more regarding this on the Tenant Association page or by reaching out to the City’s Housing Division by email at housing@takomaparkmd.gov or by phone (301) 891-7119.
PLEASE NOTE: You will need 1/3 of the occupied units in the building to agree to form a tenant association and that you will need to install officers to run and represent the association.

Apply for an assistance award
You can apply to get awarded a grant from the City to work with a non-profit who can assist you with:
- Identifying loans you can receive,
- Connect you with bankers
- Help with drawing up a contract to buy the building.
You will need to have some documentation of the landlord’s interest to sell.
