The City of Takoma Park prepares documents directing and documenting the financial matters of the City. Every year in early April, the City Manager submits a recommended budget to the City Council for the upcoming fiscal year beginning July 1. The Proposed Budget is considered by the City Council through a public process of hearings, Council work sessions, and final adoption in late May. The Adopted Budget sets the tax rates and guides the expenditure of funds by the City throughout the fiscal year, July 1 through June 30. At times during the course of the year, amendments to the adopted budget are needed. Budget amendments are effected through two reading ordinances adopted by the Council. Once the fiscal year is completed, the Comprehensive Annual Financial Report (CAFR) is prepared, and the City's financial statements are audited. The CAFR is issued in October of each year for the prior fiscal year ended June 30.
