Based on a six-month needs assessment, project review, and project prioritization process, staff have identified 20 projects and recommended a spending plan to the City of Takoma Park City Council on January 19, 2022, utilizing ARPA/SLFRF in the amount of $13,495,100. In developing the Staff-Recommended Spending Plan, staff took into consideration Council priorities, the previous City planning documents, data on residents’ needs, guidance from the U.S. Treasury Department (grantor), community feedback, and organizational needs. Staff recommendations included the following areas of investment:
- $6.6 million to directly assist the City’s most vulnerable residents and businesses
- $4.8 million to renovate city facilities and improve public infrastructure as community anchors
- $2 million to support city operations, workforce, and fiscal stability
Our collective goal is to help households, businesses, and other City stakeholders respond to the public health emergency and its negative economic impacts while making strategic investments in the City’s operations, workforce, public infrastructure, and fiscal health.
City Council ARPA Approved Spending Plan FY22 – FY26
On March 2, 2022, the Takoma Park City Council approved Ordinance No. 2022-3 (PDF), as introduced by Councilmember Searcy, adopting the multi-year budget for projects that will be funded by the American Rescue Plan Act (ARPA)/State and Local Fiscal Recovery Fund (ALFRF). In total, as a recipient of ARPA grant funds, the City will receive $17,463,724.52 million through the State of Maryland from the Federal appropriation. ARPA grants are administered by the U.S. Department of the Treasury.
ARPA/SLRF Project Updates Presented to the City Council
On March 23, 2022, staff presented project updates to the City Council for the City of Takoma Park Direct Cash Assistance Program and the Library Expansion Project. City staff will begin the preparation of a Response for Proposals (RFP) to select a nonprofit partner, or partners, to assist the City with distributing grant funds to eligible households most in need of financial assistance due to the negative economic impact of the COVID-19 pandemic.
