Command Staff - Deputy Chief Shibu Philipose
Shibu Philipose was sworn in as Deputy Chief of Police for the City of Takoma Park on December 5, 2022. He began his career with the University of Maryland Police Department (UMPD) in 1997. While with the UMPD, Philipose served as a patrol officer and a field training officer and was assigned to the Special Events Unit. Philipose joined the Maryland-National Capital Park Police, Montgomery County Division in 1999, where he served until his retirement in 2022.
Throughout his career with the Park Police, he has served in various roles and ranks in both the Montgomery and Prince George’s County divisions and has served in or supervised every section of the police department. Philipose progressed through the ranks, attaining the rank of Assistant Chief, the 2nd highest rank within the Park Police, in 2018. He also served as a member of the Maryland-National Capital Park and Planning Commission’s Diversity Council.
Philipose has received numerous awards and recognitions throughout his career, both internally and externally, including the Tristate Kerala Forum Award for Community Service, Park Police Officer of the Year, and the Silver Star for Valor. He is a member of several professional organizations, including; the International Association of Chiefs of Police (IACP), the Maryland Chiefs of Police (MCPA), the National Organization of Black Law Enforcement Executives (NOBLE), and the National Asians Peace Officers Association. He is a co-founder and vice president of the American Malayalee Law Enforcement United Society.
Philipose has attended numerous law enforcement and leadership training courses during his career, including the IACP Leadership in Police Organization Course, the Maryland Police Training Commission’s (MPTC) Leadership School, Greater Chesapeake Law Enforcement Executive Development School, and the VALOR Executive Leadership School.
Philipose holds a Bachelor of Arts in Criminology and Criminal Justice degree from the University of Maryland, College Park. In 2023, he earned his Master of Science degree in Management with a Criminal Justice Specialization from the University of Maryland Global Campus. He is a member of The Honor Society of the Phi Kappa Phi Chapter at the University of Maryland Global Campus.
